Theodor, whose real name is Ryan Pence, is a Controller sent by Samantha James to capture Tiffany Alistair.

When he discovers that Alice Grace and Storm had taken Tiffany first, he was ordered to deceive the three girls, convince Tiffany to join Predator Camp, dispose of the two others near the Voyager Agency camp. When he fails in convincing Tiffany to join him, he kills her.
